That's because you can't get it until Cloud gets his head together.

It appears sometime in disk 1 in the b attle arena.
i clearly remember this.
Yeah, I've obtained omnislash on disc one, too. Maybe near the end of the disc... just before you go to the (SPOILER)Temple, perhaps?
I believe it was after you get the Tiny Bronco...
Or right before the *what D said*...
Somewhere around there.
Because it IS possible on disc one.
