Personally Sephiroth is my favorite villian. He's the perfect badass. Besides, that sword speaks for itself!!

sephiroth. who else had enough power to determine the fate of the planet. and the sword does speak for itself. the longer the cooler.

Chaos - the basis for all villains to follow. He was pointlessly evil, irrelevent to the plot, and materialized at the last minute because the game designers hate to waste concept art. If it sounds familiar, it's because the same thing happens in every FF. They make you play the whole game chasing down one villain, and in the next to the last battle, you defeat him/her. You think you're done, and all of the sudden the horribly abstract "incarnation of pure evil" attacks you. Fortunately for you, this boss is always a one trick pony, and if you can survive its invariably cheap signature attack, the boss is a pushover.
Knock yourselves down.
But Chaos has four cheap signature attacks. Five if you count Curaga.
Kefka, he's unique.
His insanity, and his sadistic-cruel-sarcastic lines makes him the perfect villain.
