FF9's encounter rate was just a pain in the arse. The game was good though.
FFIV seemed to have a lot of occurances of a fight, one step, and then another fight.
*POSSIBLE SPOILERS AHEAD*
FF1's encounter rate was otherwise alright, except it was a bit too high in Ice Cave and Temple of the Fiends (Past). FF2's encounters were only high on those trap rooms with dead ends, but that makes sense, IMHO. FF3's is alright. FF4 has quite a lot of encounters, but it's tolerable. FF5's fine too, except I always run away from encounters in shadow forests (where paths are hard to see) because there's so much encounters and I want to get out of those places quickly. FF6's encounter rate is otherwise alright, but it gets annoying at some places, such as Zozo, Cave to the Sealed Gate and Floating Continent. FF7's is alright, same for FF8. FF9 has a lot of encounters at some parts, but there's only one place where there's so much encounters that it gets annoying. And that's when en-route to Oeilvert. Armstrongs and Cactuars are really tough and you'll encounter them all the time. However, FFX had the most annoying encounter rates to me. I could hardly move for worth of five seconds when I ran into a new battle. That really annoyed me. It was a problem everywhere, especially in Mt Gagazet. So FFX gets my vote.

Of course you notice the encounter rates the most when you're really trying to get to Point B and can't because of fights, but no rate was ever so bad that it bothered me throughout the game. The worst of it, though, was in FFVIII, at the bottom of the Deep Sea Research Center, on the path to the Ultima Weapon with an unavoidable fight every single step. Torturous.
I agree about the encounter rate in FF8. However, if you dont take Zell with you, He wont break the machine, and therefore, no encounters. I discovered that the third time through it. There is a good part with the encounters though. Iron Giants are really rare anywhere else. With FF1, it semms to be 1-9 steps between battle battles. You hear a single note of the music, then you're fighting again. I dont find FF9s encounter rate bad, as a lot of the time you can run for miles without getting into a fight.
If you want to drop the random encounter rate, try sitting around level raising. Encounter rates drop to a miserably low % in nearly every FF when you're looking for fights. I suppose this is the counterpoint to Kishi's "Get to point B" statement.

yeah, u have a point. and when ur looking for chocobos in ffvii the rates go down so much. otherwise id say FFI or FFII had the highest encounter rate.

FFI gets my vote. I mean the PSX version. Sometimes I walk only walk 2 steps and I'm in a battle. Although, FFV had a bunch of battles, FFVI had medium encounter rate.
What Kishi and Garland said are so true. When you don't want fights, they come. When you want to fight, they won't. I guess it's a psychological effect.
About Deep Sea Research Facility, those fights are set battles, not random encounters. Sure, they were annoying in my first time through the game, but I used them for leveling up purposes on my second game. By fighting Iron Giants, I was able to get all my guys from levels 50-60 to level 100 in only 2-3 hours. However, this once again proves the points which Kishi and Garland said.
