If you feed Cid plenty o' fast-moving fish - the really fast ones which appear only occasionally - he should recover. Don't feed him any other fish, and don't starve him either. It's not easy and it's fairly time-consuming, but keep it up and the jolly old rain-coated guy should pull through.
