Magical Fingertip

I've already seen the old man in Daguerreo who tells me to look for it. I've sold all the Key Items I've bought at the Treno auction except for Doga's Artifact. The same items keep appearing at the auction. Do I need to sell the Doga's Artifact to someone to make the Magical Fingertip appear? If so, who do I need to sell it to?

I know the Excalibur isn't as strong as the Ragnarok, but I really want Steiner to have Stock Break and Climhazzard since I'm trying to have all my people learn every ability.

Help is appreciated!!!

P.S. Where the @#$% do I find the Dragon Mail for Freya (that teaches her the High Jump ability)???

Answer to the question about Doga's Artifact:
Yes, you do need to sell all four of the items to their respective buyers. Doga's Artifact goes to the man in the Treno Synth Shop. Then you may need to go in and out of Treno and re-check the auction a few times before the Magical Fingertip appears.

Answer to where to find Freya's Dragon Mail:
You can either steal it from the Silver Dragon when you fight it in Terra, or you can buy it from Daguerreo, in disc 4.
