Yes, he's one of the biggest bad-asses in the game. He's Thunder God Cid, or T.G. Cid, otherwise known as Orlandu, Olan's father. You see him in cut-scenes during the course of the game and (SPOILER)he joins your party towards the beginning of chapter 4.
