Have action figures or dolls ever been made of the ffvi characters?

I highly doubt it. I think FF8 was the first really commercialized game that used that kind of stuff.

There are some pretty nifty little FFVI trinkets that I've come across but there were by no means as many things as the latter FFs. This site has pics of some of the things:
