No and no. Lycos.co.uk does, or did, at least. I haven't needed to use it in a long time.
If you want to make an actual signature, you can get art from, oh, rpgamer.com or, i dunno, eyesonff.com? If you just want sprites or something because you can't make a sig... rpgicons.com may have what you want. Or just ask in the sig thread. I've been told such a place exists, somewhere, over the rainbow.
If you want this to work, you're going to have to do a little research and work yourself, I'm afraid.

When you link images to your own machine, it will only work for you and nobody else.
Unless you're running a web server
But even then, the format of the address he's used isn't right for a web server on your own machine/private network machine
You know geocities works if you hcange the file extension to .txt. So rename "picture.jpg" (or whatevre it is) to "picture.txt"
