I'd say your optical cd reader is broken. It's kind of like your little needle on an old record player. Even when there isnt a cd inside, it's still trying to read something thats not there. It doesnt look faulty, but even .05 of a millimeter off and It'll screw up. Same thing happened to my PS2. My advice : trash it and buy a new one for $40 bucks at Wal-Mart.
