I just interpreted it as a sortof witch voice thing... stereotypical 'witch' types on TV always seem to have the same strength of 'c' pronunciation? *shrug*
Anyway with that hair or whatever going into her mouth it's to be expected(Ever notice the snow queen in FF7 looks similar to Ulti?)
