I was wondering if there is a certan job or a certan race that could summon, or anyone can gain the ability to summon.

ANY race can do it so long as u complete the summoner's quest and set SMN as a job.
You have to fight against a summon before you can gain it(like Ifrit, Brothers and Diablos in FFVIII). The only one you don't have to fight is carbuncle(I think he comes with the job).
