FF2j featured môgri-like creatures called "beavers," but the first game to include legitimate môgri was indeed FF3j. They also appeared in Final Fantasy Side-Story: Holy Sword Legend (which was released over here as Final Fantasy Adventure for the Game Boy), but I'm pretty sure FF3j came before that.

Edit:the emulator sayed that ffa was released year 1991
ff3j was released 1990.
So yes ff3j was the first appearence of moogles(they were dorgas assistants in dorga's mansion)
