Well, did you save it as the right file type? There's a list below the attachments if you're not sure -I'd recomment JPG myself. The image might be too big, as EoFF doesn't accept files over 1 MB, so you might need to make it smaller.

What's the file extension of the picture and how many bytes does it have. You should be able to see that in your file folder where the picture is stored, if you have if set to show details.

Wrong type and too big. What program did you use to scan the image?
In case you used Word, do it with the software that came with the scanner, and make sure to save it as jpeg (.jpg). Or you can try to right click the image in your office file, and paste it into a new image using photoshop/paint shop pro
