Take Relm and Strago to Thamasa. A scene will play out there, and then you'll be able to go into it. Be sure to take Strago so you can get Grand Train from Hidon.

I don't bother even using Strago, and Relm is so-so--the only good thing about her is her Magic Power and her Control, when it works.

But yes, you have to have both Relm and Strago in your party.

actually teh only person you ever need in Ebot's Rock is Strago. but yeah, it would help to take Relm along (let her Control the bottom left Hidonite cuz it's protected against fire and has reflect on it. just use it to keep attacking Hidon).
i figured this out the hard way by taking Locke, Mog, Sabin, and Cyan. I found endless amounts of Coral (about 36346) and the chest still wouldn't move. Then i went outside and replaced cyan with strago, found 1 coral, and the chest moved.

No, you have to have both of them to get in to the place. Both must be in your party when you go to Thamasa, then you'll talk to Strago's friend (can't think of the name right now), and he'll decide he wants to chase down Hidon.

actually, to be very specific, both have to be in party when you go to Thamasa. Strago is the only person required to beat Hidon. Trust me. I've done this. I went into Ebot's rock and beat Hidon with ONLY Strago.
