After beating CC Queen Heart (SPOILER)Xu you need to go challenge Doctor Kadowaki in the Infirmary. She will mention something about the CC King. Then go rest in the dormitory. The card battle with the CC King will then begin.

i just got a message from a moderator saying that when squall wakes up u get to challenge the card king who is (spoiler ) quistis she has the giglamesh card (i think thats how u spell it lol so finally my problems are solved , unless anyone has anything else to add to that.
