Until someone writes a usable PS2 emulator for the PC, no, doesn't exist
There are already at least 3 emulators for PS2, go take a look at NGEmu if you're interested. Though my PC lacks in the Graphics Card department to use any.

Why are emulators legal anyway? Surely it's breaching some sort of law not having to pay for a PS2?
Emulation is legal, but all emulators require something called PlayStation BIOS - now that's illegal to have if you don't own a real PlayStation. In essential, you must use a PC Comms Link cable (+software) to transfer the BIOS from PS to a file on PC.
So, legally, you are not able to play PS games on PC if you don't own a PS yourself. If you find someone who illegally gives you the BIOS, and then use it illegally... that's your problem. Though I also got mine (PSX) BIOS illegally, I do own my own PlayStation, I just don't have the PC Comms Link, so I don't think of myself as an outlaw on that matter.
