Well, where exactly are you trying to call it from? You have to be in pretty much the exact same point as where you landed in the first place, which would be one screen south of where you fought the Green dragon...

the exact place to blow the flute is right next to the green rock (maybe it's a rock?) in the screen where you first met Leah. stand to the left of it, blow the Beeba Fllute, and the Wingapede should come
the first time i reached this party, the Green Dragon gave me a million stats and i had to walk all the way back because of Sprain. and i didn't have a Brace -_-'

Million stats? Shesh, I thought he was pathetically easy. The only real trouble I had was the stupid Greenfield thingy he used. No problems with sprains or any of the like, but then again, I think I cleard all that up before the end of the battle, but oh well. My memory really isn't the best right now.
When I called the wingapede, I stood right in the middle of the screen.

I think she gave it to her dog, in order to try to ger her to move. I don't have anything against you dog, K-chan, but she is kinda lazy last I saw her, no offence.
