I usually go to forgien language websites (Like the Korean RO site or the capcom.co.jp) is there a way I can see these translated?

Yes, by getting the plugins. I told you to use IE to surf there. Maybe you have the language update set on 'I don't want no updates', in which case I don't know which windows IE advanced option will fix that.

Install Far Eastern and Complex language support in WinXP (tick both boxes in Control Panel > Regional & Language Options > Languages) and reboot. If you use a Unicode capable browser like Mozilla or Firebird, then you shouldn't need to do anything else to them. Works fine for me for Chinese/Korean/Japanese/Arabic text. Dunno about newer versions of Opera, but the one I have can't do other languages.
