From my high school grammar handbook:

Periods and commas are always placed inside quotation marks. An exclamation point is placed inside quotation marks when it punctuates the quotation: it is placed outside when it punctuates the main sentence.

It uses the following example:

As you can see, these allegations are nothing more than libel. They can't even get their rules of grammar correct. Yes, I think this rule may not hold true in Europe; however, this does not excuse David. So, I posit to you: Is this the kind of leadership you want running your party?
