Probably Yuffie. She can be found in the forest near Junon, but you don't encounter her very often so if you don't fight around that area for a while she won't appear. However, she doesn't fly...That only leaves me with a blank mind.
I was just thinking that fly would be referring to her ninjaness and general personality
