Okay! I would say you are over leveled. I was at 22 when I beat the NEXT area. My party consists of KOS-MOS, Chaos and Jr. for the most part(Jr. + Bravesoul + Storm Waltz = Easy game). All three of the characters had Shions heal all spell also.
For that boss I usually put shion behind Jr. so that she can't be hit and can just heal people.
Oh, then that's definitely a huge relief. One last question: what happens when you upgrade your various tech attacks?

The get slightly stronger. If you plan on level gaining a bit(do it at the beginning of the encephelon...best amount of TP,EP,SP to EXP ratio...also killing all the enemies at the same time on a x2 or x4 gets you lots of everything) then its up to you. Upgrading a tech is good but so is upgrading your character stats(you can only go as high as the highest mark in the group...so if your vitality stats are 55,54,56,57,55 and 60 then no one can surpass 60. Its their way of making it so you can't over do it).
Its really up to you and what you decide the pay off is. I don't really upgrade my techs too much personally. I do the speed and recovery time though.
What does upgrading the speed of your techs do?

Miss attacks more often. And only give Jr. Bravesoul for that one battle. If you equip chaos with double buster, and raise his strength anyways, (SPOILER)Sophie Peithos will die in one turn
You don't miss attacks more often. It allows you to use a special with 4 AP instead of 6 AP.
My Jr. right now is dealing out upwards of 9000 damage per turn now!
That's pretty insane. My characters don't even deal 1000 damage with their tech attacks.

Keep in mind that right now I am bored and my characters are now at level 43 and Jr. has brave soul on with about 30/1390 HP. He also has the best weapons in the game and has a strength of around 100. Its the perfect plan for mass destruction against ANY enemy!
Meh, chaos is better. His average attack does 2500 damage, his first tech does 5000, second tech does 6000.
At what level? He doesn't ever do that much for me.
Somewhere around the level 55's. I have been using Tech Points to power up his strength, and his Tech Attacks. I equiped him his Ultimate Weapon, Holey Gloves, Double Buster, and Bravesoul.
An easy way to gain levels is to fight ace Pilot in the simulator of the U-Tic Ship which Rubedo had raided.

I don't remember too much of the game though, as well as what speed is needed for, 'cause I haven't played it for a long time. I can only vaguely remember a few things. Oh, and get Double Buster. It allows you to use to attack with a normal attack once, then use two tech attacks.
To make my post short... I love Xenosaga. I'd die for it. I've already bought the Japanese version of Xenosaga 2 and I'm counting the days till it comes out in NA(181 days).
