Well, you forgot that they both have to be S Class, but....
and I believe it takes 3 million AP to Master All

You're right, they do have to be s class. I forgot to include that part.
3000000 is way too high. The materia with the highest amount of AP required to master is Knights of the Round, which takes 500000, and All is one of the fastest materias to master.

Actually, the guard scorpion uses tail laser. Laser is an enemy skill that takes away 1/2 of the targets hp and usually only works on enemies that you could kill in one hit anyways.
