The first Jenova used Status attacks and did not have an element. The Jenova at the end of disk 1 used water attacks.

A: You get a force stealer for having the highest amount of points. For some reason, the second best prize (hp plus materia) is better than the first prize.

A: The first Vincent weapon you get is the peacemaker, which is in kalm village.

Regarding my last question, Apocalypse is the second best weapon for maximizing ap. It has 3 slots and triple growth, so slots * growth is 9. The answer I was looking for was javelin, one of Cid's weapons with double growth and 5 materia slots.
Rufus, Rude, Scarlett and Hojo. I don't remember if Heidegger was also here, but I don't think so
