Catacuars are found on a small island in the South part of the world. You can only get to the island by airship or golden chocobo and the island I don't think appears on the world map.
If you morph a catacuars you will receive a nice little item called Tetra Elemental.

There's too a cactuar island, it's at the south of the map, and it isn't located at the map........to be more specific the left continent go down, you'll see a small island with a desert and some grass.
