Coola, the enemy you're thinking of that attacks with scissors is named --get this-- Scissors, and it's Master Tonberry, not Tonberry. Also, I overlooked Death Dealer, whose Death Roulette can also take out a party member immediately.

Answer: The only ones I can recall are Bottomswell and Twinhead (a.k.a. "Schizo"). There could be more; I'm not sure.
