Annoying people is fun. The best way to annoy people is to hurt them, preferably severely and repeatedly. I picked kicking them in the shins, but an even better thing to do is stab them over and over. I guarantee that they will be annoyed.

Throw light objects at them (for instance crisps).
Eat all their food.
Kick them repeatedly in the shins.
Make them answer stupid polls (ahem!).
Send them junk mail/post.
