Normalising cds

I want to burn a music cd but all the tracks are different volumes and I want them all to be the same. I'm trying Nero now but I hear it's not very good for normalisation, there's two options: RMS and Maximum, which do I pick and what does it mean. I've read up on this but it's still confusing me.

What other program do you recommend that's not too big and hopefully free that would do a good job of making all the songs the same volume?

acoustica wave to mp3 converter is pretty good for normalising music it does it automatically when u convert a wave or mp3 file
