I think it's in the Giant of Bab-il when you fight the four elements and then the CPU, attacker and defender immediately afterwards.

I'm going to take a chance with the fight with Milon on top of Mount Ordeal. You fight him before crossing the bridge, and after crossing the bridge, you fight his Milon Z form.

The battle against K.Eblan and Q.Eblan isn't really a boss fight, although the boss music does play. There is hardly any threat of dying in that fight.
I was actually thinking fighting Asura, then Leviathan, which requires one step to fight the next. However, fighting Dr.Lugae and Balnab followed by Lugaborg requires no steps.
