I know people that are insane enough to level him until he learns Meteo (or was it Flare? I don't remember if Palom can learn Meteo).
Or people with a Game Genie. :rolleyes2
Hmmm... It's not that high. Palom learns Quake at level 23. I like to use Quake when fighting at Mt. Ordeals.
I read somewhere that he learns a lot of other spells (all Black Magic spells, maybe?) at level 28, but I never reached such a high level with Palom.
