I also believe you can only dig up Dead Peppers after acquiring the mountain chocobo (red one).

I just remember having alot of them by the time I had my giant chocobo to level 100

Yes - its only once your chocobo turns red that you will begin to randomly dig them up in Chocobo Forrest or Chocobo Lagoon. They're not particularly useful until you can at least climb mountains anyway.

ps. Does anyone else find Chocobo's Lagoon annoying to save on?
