To put pictures in your replies the picture has to be hosted, or living out on the web. If you don't have a place to put it out on the web, then you'll have to ask someone that does have space to host the images for you.
As for putting the images in your replies, all it takes is putting the url of the image in between [i<i></i>mg][/i<i></i>mg] tags. So for the EoFF image at the top of the page you just have to put it's url: ht<i></i>tp://forums.eyesonff.com/images/LeezaA.jpg, inside the [i<i></i>mg][/i<i></i>mg] tags, and the end results is:
