"Cool down those who provide" I was thinking of the fire's at the colloseum. They provide heat and light. When you cool them down, you get a chaes containing Firaga-F when you use Blizzara and you get Holy-G when you use Blizzaga.
Thinking along the same lines, i'll guess at the answer being "Defense up", the prize for putting out the candles in traverse town with blizzard
