The Pawns are referring to those three annoying brats. (I Seriously think the FFVI battle theme should be the music that plays when you battle them)

Riku has the power to summon heartless, and Oogie boogie gets a power similar to that, but it sucks on ice considering that he only gets two heartless. And the heart is referring to the one that Jack Skellington wanted so he could make the heartless dance.
