I think the idea is that all formatting should be CSS, and HTML should only be for presenting the data itself. Doesn't have much to do with the usefulness of the tags, or even their ease of use. More along the lines of making HTML sane, and making things easy for programmers in the long run rather than the short. The greatness of CSS makes me happy enough that I don't care if they take away my s tags.
