Quina is not a hidden character. You need him/her to reach the Northeast continent, as far as as I know. Although, I will admit that I haven't played IX in awhile.

Please atleast read the GameFAQS for the earlier FFs, to learn their storylines, so you can include them. You're upsetting a lot of oldskewlers.
