Squall and Seifer are the only people we actually SEE using gunblades, but that isn't to say that they are the only people who use them. Squall becomes the first gunblade using SeeD (Cid says when Squall becomes a SeeD: "At last, a gunblade specialist") so Squall is the only actual member of SeeD that uses a gunblade.

Of course there are probably other people across the world who use gunblades, otherwise it's unlikely that weapon shops would remodel them if only two people in the entire world use them. But that's just reading into something too deeply, probably.
