I think that AIDs is thought to be a disease that was endemic to monkeys, but crossed the species barrier to humans. Diseases that cross the species barrier are quite often much more dangerous to the new species to the old one.
That's true. The virus mutated a little, enabling it to infect some poor soul who was bitten by a monkey; from then on, we know the rest. It's simply not possible that the virus was "designed" by anyone for any purpose; 1970s genetic engineering didn't have the capability. Even today, we don't; hence why FOXDIE and Syphon Filter remain plot devices in video games rather than real threats.
