Know what we should have? Crime families. We'll start off with four houses, the Mercantis, the Valerios, the Trapanis, and the Alescias. Each house will be headed by five "original" members who then can each recruit two more members to add to their family. EDIT: The new recruits can also recruit two members each, and so on and so on.

And I'm not sure where to take that random idea from there, but you guys should build on it. Preferably in another thread. *hint*
