From what I heard, Pokemon Channel wasn't even a game. All you do is sit down and watch the Pikachu watch TV, you're almost never required to press buttons. If that doesn't say "suck" then I dunno what does.
Frequency sucked beyond belief, funny because Amplitude kicked ass beyond all belief.

Worst games by gameplay content:
Sonic the Hedgehog in 3D, save for the Sonic 3 bonus stages. I loved the 2D Sonic games, but they just did not translate to 3D well.
Mario in 3D. Ick.
MegaMan Zero 2. MMZ1 was challenging but fun. MMZ2 was pull-your-hair-out-cry-over-the-GBA-sell-your-soul-to-get-past-core-stage-2 painfully hard.
Worst games by technical quality:
Good Lord, there's just too much crap out there to sift through. Here's a tiny sampling:
* Spiritual Warfare. This thing is just so much crap in one little cartridge that I think Wisdom Tree stole some advanced alien technology so they could beam in crap from every corner of the Universe and squash it down almost to the black hole point to fit it all in a little NES cart.
* Castelian. Designed by a color-blind orangutan, and it shows. You have not seen this much hot pink and seafoam green since the 50s, folks. And the gameplay has all the design quality of a skeeball machine that shoots the ball back out directly into you groin.
These two, I would say, are the two worst games in existence, but just Google for "bad NES games" and you'll see how close the competition is.
I liked Zero II, wait till you get to the final boss. It's so easy you'd swear it was a joke.
