It depends what kind of color you're talking about;

If we're talking about light in general, then yes, black is the absence of color, and white is the presence of color. If you're talking about paint, then black is the presence of all color, and white is the absence of color. Kinda like how with light, red and green make yellow, but with paint, it makes brown.
