i use to have three characters, but later, i just want one so i delete two and got rid of the two Contact IDs. but when i got on the FFXI meau, it said i can create another character. anybody know why?

Doesn't make much sense, it shouldn't be saying that. Are you sure you got rid of the content IDs, or just the handles? If you can't find any traces of the IDs, and they were indeed deleted, wait to see if they charge you the extra at the first of July, if so, contact their help line and straighten things out.
I believe you are allowed access still to your content ID's until the next month is started. Much like even if you cancel your account your allowed access until the last month you payed for runs out.

I know that I read somewhere that it saves character information for three months in case you decide to reload the characters but you don't get charged unles you reactivate them after you deleted them. :/
