Cloud's "AC outfit" is just his regular old costume, the same one he wore all through FFVII, just with some slight modifications to make it look better. His overalls have a higher collar in the AC version, but it's still the same getup, I think.

However, the view in that screenshot is pretty limited, so you could be right, of course. After all, at the end of FFVII, Cloud did talk about going to the Promised Land to "meet her". Maybe they're standing back-to-back because Cloud would find it too painful to actually see her face again...
