It's not really sovereignty per se. The new Iraqi government wasn't chosen by the Iraqi people, nor does it have much power. I fear that what you'll end up with is a situation similar to Afghanistan, and the return of warlords feuding over the entire country. Don't be suprised if nowhere outside of Baghdad is safe.
