You can steal them from Wendigos. GIM47Ns drop them, but not very often.

You can also Card Mod 1 Elastoid Card for 1 Steel Pipe.

well, im trying to get an upgrade to a weapon, but apparently on mah other file i messed up. i got onto the 3 disc without a weapon upgrade.

gaah so im a little paranoid to get an upgrade, cuz i've already spent 15 up to the timber part.... hehehehehe

Go to the forests of Timber and steal from Wendingos! You can get tons of 'em this way!

I rarely upgrade my weapons. Usually the only upgrade i buy is for the final weapon. Only upgrading squalls and irvines weapon can come in quite handy since the limitbreak of those 2 are improved considerably with some upgrades.
