multiple pop-ups offline

sometimes my internet browser just pop-ups automatically, multiple time with this address http://67.45.78.23 etc. even when i'm offline. can this be removed?

Download <a href="www.lavasoft-usa.com">AdAware</a> and <a href="www.safer-networking.org">Spybot Search and Destroy</a>, and run them; they will likely find your problem and remove it.
