I remember something back in the day about how monsters will stay weak if you don't lvl cloud up (keeping him dead). I forgot if this was true or not. A friend of mind said it was, but I'd rather get an answer from the FF community.

You're thinking of VIII. VII's monsters have a set level, VIII's level as you do.
So to say it clearly, no it's not true.
She's right. Enemies level up with you in FFVIII, but in VII they all have set levels.

Monsters in VIII don't level up at the same rate you do though; they level up a little slower. Monsters in VII don't level up because you don't have (if you just follow the story) the same level of freedom to free-roam as you do in VIII
What is life? What seperates the greats from the almost greats? Is it skill? Power? Luck?
Or is it the fact they won?
