it's either riku or malifecent (both say something similar.). i think malifecent says it when riku unlocks her heart right before you vs her as a dragon.she some thing like "this is it. this power. darkness. the true darkness." and riku says it either when he gets granted the power to control the heartless or when he meets ansem.
