How do you get to there if you have an airship?

Select to be dropped off at Mi'ihen Highroad. Then go north. About three screens later, when you can go north to Mushroom Rock Road, in that screen that is a fork in the road to the right that leads south. Go that way and you are there.

That area is actually the Mi'ihen Oldroad. If you just want the lower section to the Mi'ihen highroad, you have two choices - you can get dropped off at Rin's Travel agency and just walk or ride a chocobo south, or you can get dropped off in Luca and exit onto the highroad from the stairs in the Luca Marketplace.
