Hungry Cookpot. You can get one by refining the Pupu Card (there are other ways, but this is the easiest).
Anyway, Quistis's "ultimate" weapon, Save The Queen, can be made from:
- Malboro Tentacle x2
- Sharp Spike x4
- Energy Crystal x4
