You mean the list he mentions all the time when he's with the Disciplinary Comittee? He means the list of people who've broke the rules.
As far as I know it's just a useless little list he has going of people to not like or something. Either that or a hit list. Makes sense since Seifer is like the Don of the Garden Mafia (or at least his little group that acts like the mafia)

Actually, if you go futher into the game when [SPOILERS] they are in the prison of Galbadia and Seifer is questioning Squall. Seifer will talk about a 'tough-nut-to-crack' list. I think that is the list he is talking about.

1. Catlike creature. Has a large red ball on it's head attached by a long hair. Some can fly. Some can fight. Some are lazy bastards. All say Kupo (or Puu)
I always just thought of it as a joke - I know when we were growing up, if someone did something bad to you, you always joked that you were going to put them on "The List." The list wasn't anything real, just an idle threat that neither party took seriously. I just thought of it as such in this case - Seifer trying to be serious, but failing miserably as usual. I mean, Quistis obviously takes it as a joke - I think she laughs in response.
The list was clearly supposed to tell who Seifer was going to give Ice Cream to.

T'would be an okay thing to eat. To tell you the truth, I think the list was just an imaginary thing like someone else has said. But it was kind of weird how Squall said "The list, what could it be?".
in all readlity i always thought it was something with no meaning whatsoever. it jsut seems like it meant something, so they put it in there to annoy me.
I'm going with a Hit list, or at least a maim list. It's been a good while since i played, and i'm a bit tainted by dirty fan fics (quite a few) but didn't Seifer center in on Quistis for good bit of the game?
it's his hit list. he wants vengance on all the people for some reason or another
